HHealthRIGHT 360 (HR360) has partnered with the County of Los Angeles to offer Pre-Filing Diversion Program (PFDP) services to justice involved individuals when certain requirements are met. This program was formally known as Alternatives to Incarceration (ATI). PFDP diverts individuals detained for non-serious/non-violent misdemeanors and felonies to community supports, in lieu of criminal charges being filed which could entail prosecution and jail time. The goal of the program is to divert individuals from the justice system at the earliest possible point, furthering the Los Angeles County Board of Supervisor’s vision of “Care First, Jails Last.” The program helps build a more equitable justice infrastructure by documenting the best practices of early diversion efforts, expanding rapid diversion programs and increasing the capacity of emerging partners to successfully enter and become established in the field. This array of diversion options creates multiple opportunities to offramp individuals touching the justice system and provide alternatives to incarceration for individuals residing in communities with the greatest needs.

HR360 delivers a set of services to individuals detained by law enforcement and determined to be eligible for diversion services. Individuals are screened by law enforcement for suitability and assessed by HR360 staff at the police station to determine eligibility. Once deemed eligible, participants are given a predetermined, required length of time for participation. All those deemed eligible are provided with on-site navigation services followed by case management within 24 hours. Those needing a treatment program or housing are provided transportation and support. Filing of police report is held in abeyance for a period depending on individualized care plan developed for participant.
